Decouple certain attributes from 'Filed Against'

We want to make changes so that moving a work item to new team area doesn’t result in permission error for anything outside of ‘filed against’. Currently, if a user tries to change the filed against on a work item, if a conflicting attribute (such as ‘creating a work item’ or the ‘due date’ attribute) has restricted permissions, the user won’t be able to move the work item if their permissions for the conflicting attributes are restricted (i.e. a user tries to change the ‘filed against’ but then gets a permissions error for not having permissions to modify the ‘Due Date’). From what I was told, this happens because EWM treats changing the ‘filed against’ and moving a work item to a different team area the same as creating a “new” work item, despite already having been saved before. IBM wants to restrict users who do not have the correct permissions from having the ability to move work items, but it does restrict our workflow, so we’d like for these permissions to be decoupled (to have moving a work not be seen as ‘creating’ a new work item) and to have ‘changing the filed against’ be the only restriction for moving work items across team areas.

    The EWM Ideas Review Board has evaluated this request. We do not want to change the default behavior for the permissions that get checked. Doing so would essentially give users a back door into creating work item types that they shouldn?t have access to.
    However, we could consider to create a NEW permission (applicable to the target project area) that would ?Override permissions when moving work items to this project area?. It is important to note that this permission could be abused by users to create items with values that they shouldn?t be able to set in the target project area. Pl. confirm if this NEW permission will meet the needs of this idea? Thanks.
