Enhance multiproject and team management

We developing electronic control units, the developement for those is usually seperated in multiple domains. Those domains move with different velocities and not all are organiazed in the ALM envoironment. Production and logistics  for example have own systems. Planing how ever affects all parties. The syncronization is done by milestones out of a highlevel plan. The milestones are sychronized into the systems timeline, where the systems workitems are created. However there are other domains which have a stake in those milestones, since those milestones are not port of the other domains timeline, the systems milestones cannot be visualised in in the time line of the other domain. It would be very benefitial to be able to share work items between timelines.

A further use case is systems of systems. We are offering a product which is developed out of serveral other product. Those products are organized in own sub projects, the schedule is driver is the assembly project, but the milestones and plan items would ideally be shared with the component projects
