EWM Eclipse Client iFixes in Installation Manager format

Currently all fixes for the eclipse clients are only delivered as P2 installs.
This is a huge problem, as IDz and other IBM based eclipse tools all use(require) Installation Manager to install the products.
Currently only the initial release of the eclipse client are packaged in IM format - this gives a to large a span for not having client fixes applied. This is due to the fact that the EWM client can not be at a higher level than the EWM server.

The packages does not need to be Delta's.
Meaning that using the mechanism as P2 does, is acceptable - P2 requires that the P2 package is uninstalled and then installed again (no delta).
