GitLab Integration: allow MR descriptions / titles longer than 200/300 characters

Currently, if you use a GitLab MR title longer than 200 or a description longer than 300 chars, content will be truncated when sent / saved in EWM.

Not only is this preventing us from seeing the full MR description in the "Pull Requests Tab" within EWM, it also causes the integration to simply fail, when the EWM workitem reference is places after the 200 / 300 chars.

E.g. if you have a GitLab MR description > 300 chars and you place the workitem reference at the very end, it won't be linked to EWM at all.

Preferably, there would be no char limit at all.
