Compare single files from the RTC web interface

See this idea on ideas.ibm.com

Currently in the Eclipse client for example we can:
- from a stream, click Show Repository Files
- browse to a file
- click Compare With, then choose a baseline, workspace/stream or snapshot

On the web interface, we have "Compare with another repository workspace or stream" and "compare with snapshot" buttons on a stream.
But after drilling down to a single file in a component of that stream, there is no option to compare this file with other versions.

    Users now have the option to compare a file that is being displayed with another version of the same file in the web UI. This will be delivered as part of 703 M22.
