Add new radio button to Due Date date picker that specifies both date and time so users outside server timezone can filter correctly

Users outside the server timezone get incorrect results querying work items when they specify "Due Date is" as filter. The timestamp parameters in the database query sent to filter results are skewed by the difference between the server timezone and the client timezone. 

To remedy this, it would be possible to filter between two dates correctly using two filters instead of one, if it was possible to specify both the server date and time in the filter. At present, you can only specify the date.

[Method]

1) Create a work item query.

2) Add filter using [Due Date after (including)] that specifies a timestamp using the server timezone.

3) Add another filter using [Due Date before (including)] that specifies a timestamp using the server timezone.

This enhancement requests a change to the Due Date date picker (used in work item queries) to add another radio button. That option selects a timestamp (date and time) rather than just day.
