Plan Scope GUI selection (AND OR operand grouping)

We have matrix discipline teams when we try to create a plan for a specific discipline we need to specify all excluded teams which are more than included and many in general, each time a new team is created we need to exclude it from all other existing plans as well.

    RTC team looked at this and is linking this to a plan item in the RTC backlog as a candidate for action in a future release.
