warn before launching a build with unresolved changes

New users don't always remember they need to check-in their changes before launching a personal build.
Please add an optional warning message reminding the user they may want to check-in their changes when they launch a build of their loaded Repository Workspace while their Eclipse workspace (sandbox) still contains "Unresolved" pending changes that have not yet been checked in.

Example proposed message:
Some changes are still Unresolved (not checked-in) and so they will not be built.
Do you still want to start the build without those changes?
<Build Anyway> <Cancel>

    The EWM Ideas Review board looked at this request and decided to keep it on the Backlog as an uncommitted candidate for a future release.
