[IDz] Add new option to Preferences: Accept new baseline automatically

Our developers work on the same streams and sometimes same components at the same time. Then, they deliver the different sources, build stream and package stream at different moments. When nouvelle baselines are created, they will appear in the other developpers' Pending Changes view automatically. Normally, developers have to accept manually the baseline before delivering new sources to streams. If not, the error message of gap or new baseline not accepted will apprear.

To deal with this incovenience, we propose to add new option to the Preferences to accept new baseline automatically. This will help save time and avoid the questions in the developing process.
