The summary of a work item should be a restricted information

Context: The need to know is a very important thing in the defense industry. The tool EWM is made to respect the need to know and provide solution to restrict the visibility of the code an work items. However there is a limitation that could be a major problem. The description is below.

Problem: When a link is created between 2 work items of 2 different project areas, it is possible to see the summary of the linked work item in the Links tab of the work item even if we odn't have access to the other Project Area. When the mouse is hovered or the link clicked, there is no additional information. However, there could be some confidential information in the summary of the work item.

Impact: Some user may have access to information that they are not supposed to. That is a critical issue in the defense industry.

Goal of the idea: The goal of this idea is to limit the link display to the ID of the work item and remove the summary of the work item if we don't have access to this work item.

Why it is useful ?: It is useful to guarantee that there are no confidential information given to whoever can see the link in the other project area.

How should it work ?: Instead of displaying "ID : Summary" of the work item, the link should be limited to the ID of the work item.
