Update of PAHO MQTT (1.0.X) included in IBM ELM EWM

The currently IBM EWM contains a very old version of PAHO MQTT library (1.0.X). Version logs of newer version indicate that relevant problems were solved.
Upgrading from a pre-1.2.x version of the Eclipse Paho Java client to the 1.2.5 release or later offers significant benefits in terms of stability, features like automatic reconnect and support for MQTTv5. While the migration requires careful attention to breaking changes in the API and configuration, the improvements in connection resilience and bug fixes make it a worthwhile endeavour for any IoT application relying on this foundational library.
Especially, an update could solve MQTT Broker Problems.
