Allow adding a descriptive comment/reason when locking files in EWM SCM

Current behavior: In IBM Engineering Workflow Management (EWM) SCM, when a file is locked, other users can see the lock owner, but they cannot see the reason why the file was locked. For example, when another user attempts to unlock or modify a locked file, EWM displays information similar to: "File is locked by" However, there is no option for the lock owner to provide additional context regarding the lock.

Requested enhancement: Add an optional Lock Description / Lock Reason field when a user creates a lock on a file. The information should be visible to other users whenever they encounter the lock.
