Support Load Rules in the EWM VS Code Extension

Context:

Teams increasingly use the IBM EWM extension for Microsoft Visual Studio Code as their primary development environment. To fully adopt VS Code, developers need access to the same SCM capabilities available in the Eclipse client.

Problem:

It is currently not possible to load a Repository Workspace using a Load Rule from the EWM VS Code extension. Users must switch to the Eclipse client to perform this essential operation, making the VS Code workflow incomplete.

Impact:

This limitation prevents teams from working entirely within VS Code, complicates onboarding, and forces developers to maintain and use an other client for a common SCM task.

Goal of the Idea:

Allow users to load Repository Workspaces using Load Rules directly from the EWM VS Code extension.

Why is it Useful?:

Removes dependency on the legacy Eclipse client.

Provide support for selecting and applying Load Rules directly from the VS Code extension when loading a Repository Workspace, with a user experience comparable to the Eclipse client. This should include browsing available load rules, selecting target locations, and loading only the required components and folders.
