avoid polling z/OS build state from Jenkins

Problem:
When triggering a RTC z/OS build from Jenkins using the IBM Build Toolkit, the build often finishes after 35 seconds, but since the Build Toolkit performs polling every 30 seconds, it misses its first chance by 5 seconds then wastes another 25 seconds sitting there waiting while the build is already finished on the RTC side.

Proposed solution:
Use a callback mechanism to notify Jenkins.
We are asking IBM to implement a native solution that notices when the build is finished on the RTC side (for example with a RTC build event handler) and callbacks the RTC Jenkins plug-in so that it doesn't have to do any polling but instead is almost immediately notified the build is finished and proceeds to the next step in the pipeline.

    This new feature have to allow to share parameters between EWM/RTC and Jenkins (open list of parameters)

    - The EWM RFE Review board looked at this and decided to keep it on the Backlog as an uncommitted candidate for a future release.
