Link Type: "Blocks" / "Depends On" needs to mechanically reflect it's name

I was surprised to find out the Link Type: "Blocks/Depends On" doesn't actually block the associated record from closure, despite the Link Type/Name, this goes against process fundamentals of systemic enforcement where possible as it's the best means for error resilience. If records are indicated to block each other, they should in fact block each other...

It should mechanically be similar to Parent/Child in this regard, except while Children are limited to a single Parent, there needs to be Many/Many Relationships permitted between WI (Work Items) - i.e. Many WI can block many WI.
