Allow the ability to disable mentions links entirely or be able to control built in keywords

Currently mentions links aren't able to be controlled in work items if built-in keywords are used followed by a number. The issue with data migrations, if there were any work items created during migration that had a keyword used along with a number, a mentions link is created even if in a different project area. This introduces audit compliance issues, as mentions links could point to projects areas not related and only way to fully remove the link is to delete the work item that had the keyword used.
