Make RTC EE package/deploy auto-clean/pruning more granular

Auto-clean and pruning options on packages and deployments is not granular enough.
1) Distinguish between personal builds and stream builds.
2) Include personal builds, packages, and deploys in the clean up.
3) Include the date and name for package pruning.
Currently there is only a count.
4) Clean up should be done by the system or product, not by the administrator or system programmer.
