load rules filtering by component property

We need to be able to load Jazz SCM components based on the value of a custom property on those components.
Currently with a loadrules file, we can specify which components and which paths to load, but only statically. We want to be able to determine which components to load dynamically based on whether a custom property on those components has a certain value.

    Further, we would like to be able to filter based on more criteria, so I think an extension point would be preferable so that we can implement our own criteria, and it gives additional flexibility to change our minds later if needed on the best load strategy.

    For example that criteria for us could be : load files that have been built by the previous z/OS EE build result, in order to only load and analyze built files in Jenkins.

    - The EWM RFE Review board looked at this and decided to keep it on the Backlog as an uncommitted candidate for a future release.
