Allow the AppConnect Openshift operator to install in custom namespaces when using All Namespace install mode

The AppConnect operator can be installed in custom namespaces when using single namespace install mode but for all-namespace installations it only allows installation in the openshift-operators system namespace. Allowing AppConnect to be installed in a custom namespace for both install modes would align with other operators (e.g. MQ) which allow this and give customers more control over separating platform and product operators within our clusters. We don't want out cluster administrators to be experts in every product installed in the clusters and we don't want our product specialists to have cluster admin permissions.

    IBM Integrations are related to IBM Engineering Integration Hub and not AppConnect. Please submit it again to the correct product.
