Enable publishing of embedded OLE objects to HTML format by accessing exported OLE object via hyperlink

When publishing documents to HTML format, embedded OLE objects are thumbnailed and otherwise ignored. The consumer of the exported HTML cannot see any details nor interact with the OLE object. It would be helpful for Publishing to export a /ref/ folder like it does for other output formats where the OLE objects are exported. Then, the OLE object could be hyperlinked to from the HTML, thus enabling the consumer of the exported HTML to interact with the OLE objects properly. I have developed a functioning workaround that accomplishes this but I would prefer it to be part of the core product.

    PUB RFE review board evaluated this request and determined it is something we would accept as an uncommitted candidate.
