As you have discovered, there are limited/no APIs for searching work items from commit id / commit link etc. There are a couple of services - one that returns commit details (e.g. committer name, email, commit date etc.) from the Git commit link, and there is a corresponding service for the Pull request link as well. You can find details via https://jazz.net/wiki/bin/view/Main/RTCGitApiForRetrievingCommitDetails#Retrieving_commit_details_from_t.
The Git commit link associated with the work item contains the service name along with commit details encoded in the URL. If you are asking for Git details, then such details/APIs would need to be provided by Git applications.
