UX: Ensure User Input Variable Support with "Generate Later"

Currently, under Reports, there is a column: Generate

Therein, are 2 icons/options: Generate Document; Generate Later.
Generate Later, does NOT provide any of the necessary User Input screens for the User to provide the necessary values of key variables within the report such that it's effectively useless. However, its presence creates much confusion among our substantively large User community. 

Propose either: Removing this options/icon from this page, OR (Better yet), have it bring up the necessary screens so the User may define the value of Key input variables for the report to run successfully.

    As part of the review process, we strive to be transparent about our intentions with each idea suggestion. The IBM Engineering team has reviewed the idea, and based on our understanding, it is accepted as an uncommitted candidate. NOTE that intention is to address this idea request when redesigning PUB Document Builder to align with the Report Builder design in the future.
