Fix use of "const" in JS Library

JS Library of RPE/PUB doesn't support properly constants (i.e. "const" keyword).

    Thank you for submitting idea. IBM Engineering team review board evaluated this request and determined it is not a request for a new idea but a potential issue. Our team tried to replicate the issue but without success. This is the code they used:

    const myconst = "test const";
    _sessionLogger.info(myconst);

    const myconst1 = "test const 1";
    _sessionLogger.info(myconst1);

    const myconst2 = "test const 2";
    _sessionLogger.info(myconst2);

    var abc = "testvar";
    var context = {abc: 123, xyz: "def"};
    const ss = "testconst";

    function test(cx) {
    with (cx) {
    _sessionLogger.info(abc);
    _sessionLogger.info(ss);
    }
    }

    test(context);

    Therefore, we are resolving this idea and if you still continue to have issue, we ask you to open an IBM Support case against PUB:

    Thank you for submitting idea. IBM Engineering team review board evaluated this request and determined it will need information to evaluate this request. We suspect there is a conflict with PUB const. Could you let us know if you change the name from const to something else like const123?
