Add command-line support for single-package RPE report generation

Currently, in Rhapsody, we can extract a single-package report by navigating to Tools > Publish > Report using Auto Generated Template or Report using User Specified Template.

However, when generating a report using an RPE template via the command line, it extracts the entire model report. There is no argument to specify a package name to extract a single-package report via the command line.

We would like to have an argument that allows specifying a package name via the command line to export a single-package report.
