Add error handler for ignored Data Source Configuration and Invalid Data Errors

Add an Error Handler for
       Ignore Data Source Configuration Errors -> true
and
       Ignore Invalid Data Errors -> true
within elements in the template, so that context dependent messages can be printed into the log *and* into the generated document to openly identify potentially missing information.

    As part of the review process, we strive to be transparent about our intentions with each idea suggestion.
    The IBM Engineering Reporting team has reviewed the idea, and based on our understanding and discussion, we will consider implementing a summary at the end of the logs, saying the report generation completed and how many errors or warnings were found.

    We would like to have the possibility to react to one of those errors within the document generation by being able to catch the error in an error handler.

    The reports are executed by normal users, who are not familiar with reading logs, so with the ignore Invalid Data Errors == true, reports potentially turn incomplete. This needs to be avoided.

    . PUB is printing logs like this, from which customers can identify when there is something wrong with Data or Data source.
