Provide queue for generated report

There are some milestones in the projects where a bunch of documents have to be generated in a relative short time frame. We observed that if report generation has been started and the number of total jobs has been reached then all additional reports were failing after around 10-15 minutes.

expected behavior: 
- This should be changed in a way that the report is waiting until a slot gets free and the document got generated. So that all triggered reports are processed in a queue. 
- Additionally to that it would be helpful that a user can see the total number of reports which are currently generated. This would help the user to decide whether to postpone his own report in case it is not urgent.


reason why it should behave like that:
- At the end the user does not care when exactly the report is generated. He is starting a bunch of reports (e.g. 20-30) in the morning and 1 or 2 hours later he want to downloads all the generated documents. He does not monitor the whole time whether he could start a new one or not.
- He can not see how many reports are generated at once because he can only see his own reports. So he has no idea how many reports he could start until the total number of parallel jobs has been reached.

    Hi Alexander,

    Thanks for submitting this idea.
    We have implemented on 7.3 (that is planned to be released this year) two new features:
    - Queue management system for report generation. So that a user can control how many report requests are allowed in the queue and prevent overloading the system.
    - Display queue option, so there will be a clear message when a report is in a queue.

    I believe both changes will contribute to attend your request.
    We are trying to improve the report generation and provide more information to the users about the queue.
