Rhapsody API should allow an element to be resized without affecting child elements

When the user resizes a model element on a diagram in the UI, elements inside that element are resized as well. If the user holds down the ALT key, only the desired element is resized and child elements on that diagram are unaffected. There is no way to achieve this in the API. When an element is resized by updating the height or width graphical property of a graphical element in the API, child elements are always resized as well. There should either be a dedicated method to achieve the resize, or a flag that can be set that will prevent the resize of the parent graphical element via the API from affecting the child elements.
