Introduce a 'project manager' role that can take over admin tasks from DB managers, but limited to a project's scope.

In a typical large scale DOORS DB, thousands of users, hundreds of concurrent users, work on dozens or hundreds of projects, while the entire database often has less than a handful of 'database managers'.  There is currently no management layer between 'database manager' and 'user', which puts the burden of performing admin/maintenance for many projects and hundreds of users on the DB managers / admins. We request that a new management role is introduced allowing the performing of management / maintenance / admin tasks for projects only, adding to the number of admins who can efficiently maintain a DOORS DB.
