UID for Project\Folder should be generated at the time of creation for Migration Package

UID for Project\Folder should be generated at the time of creation for Migration Package to avoid conflicts. This is generated when the export is done.


Generating the UID at different times causes confusion\conflict if there is a use case where the migration package is created multiple times and exported.


For the specific use case, if the DOORS database is copied and then a migration package is created, UID for project\folder is generated at export.

If a 2nd copy of the DOORS database is taken and another migration package is created, a different UID for the project\folder is generated. This will create duplicates when both the migration packages are imported into DNG.

The UID for the modules stays the same in both exports.
