Ability to Notify Users having Locks on Items through Manage Locks Dialog Box

In the regular workflow of an Administrator the Manage Locks dialog box is often used. If a user has a lock on an Item the admin likes to unlock (i.e. because another user asks for this), it is good practice to ask the locking user before forced unlocking the Module.

To make this workflow more faster and easier, the Manage Lock dialog box must contain an additional button 'Notify User'.
Clicking on this opens a dialog box containing an input-text-field where the admin can enter some helpful text and sending the request to the selected user(s) of the column 'User'.
