Update MCS to support SHA384 with RSA 4096 certificates

The federal government is moving their NIPR systems to a new AUDS deployment that no longer relies on a Microsoft Active Directory.  The SSO/login method that we and a few other sites had been relying on, OSUser will no longer function since there is no longer an underlying Active Directory and Distinguished Name Key for users.  I have tried CAC login which doesn't seem to work well and it sounds like through working through support it isn't something that can be done with DoD CACs.  MCS authentication looks promising but it does not support the current DoD CAC certificates which are 256SHAwith2048RSA and will be 384SHAwith4096RSA in the future.  Right now when I try MCS it does actually prompt for a CAC card but just throws an error that the card does not support this feature.  Looking to see if we can upgrade MCS authentication to support hashes in SHA up to 384 bit with RSA up to 4096 bit.  Believe this is an improvement that would help out government customers that still heavily utilize DOORS classic and would like a login method more secure than username/password that functions with our CAC cards.
