Allow a user without Edit DXL power to view the DXL associated with a Layout DXL column.

A user can use a view that was created by someone else. And in that view there may be a Layout DXL column. But if the user does not have Edit DXL power then the user cannot even see the DXL associated with the associated column. It is a problem that a user can see a value displayed in the column but it not sure what or why that data is displayed. The column title can be used to show what/why but it is not practical to have a lengthy description in the title. If a user could at least see (read-only) the Layout DXL then they could read the header comments (for example) to understand what/why the data is displayed in a column.
