Restrict ERM Review Comments to Active/Open Reviews

Since DNG supports both Comments and Review Comments separately, the Review Comments should be restricted to the Open and Active Review. Turns out Review Comments can be added any time and by anybody without restriction. The Open Review is the place and point in time to collect Review Comments from Active, invited Reviewers. The tool does not block leaving a Review Comment outside of the Review context. When this occurs Audit of the Review fails. Anytime a Review comment is inserted outside the context of review it is a violation of the purpose and intent of the Review. Instead, the standard Comment Feature is available. But since Review Comments are closely monitored for open and close during Open Review, then once Review is Closed and No Active Review is ongoing then Review Comments should be blocked. Please fix this defect that causes Audit Failures where Review is used for Compliancy purposes.
