Add an option for admins to set standard templates for artifact creation by users

This option would enable users to automatically work with predefined content for artifact types, e.g.:

  • pre filled gapped sentences to support writing requirements
  • pre formatted text (other than standard format for "content"), saving formatting time on every single artifact in case other than standard formatting is used
  • etc.

After activation of this option for certain artifact types by the project admin, creating a new artifact (of one of the concerned artifact types) in a module should automatically create an artifact pre-filled and formatted according to the defined template.
