Enable access to DNG Type System - User Permission READ ONLY

There are several applications where having access to the Type System Definitions dynamically programmatically is highly beneficial, especially as it relates to reports we need to generate for our customer deliverables. 

One such extremely common Use Case involves accessing ALL Artifacts within ALL Modules, within any given Component; another relates to API Queries for specific Attributes. For both of these cases, dynamically accessing the Type System Definitions enables us to dynamically construct the request against the specific Component (as the Type System is defined at the Component level). 

However, due to the nature of the Type System, this is obviously not functionality which should be editable by anybody other than System Administrative Users. 

Currently, Permissions for accessing this Type System is all or nothing: either a User has full Read/Write access, or No access. We need Users to have Read access when generating these complex custom Doc Builder Reports and for tools to be deployed for use by the broader general engineering population within our organization.
