Create an option to set "Paste as plain text" as default, when pasting into RTF fields.

Some users create new artifact primary texts by copy/pasting from MS-Word. The pasted content often contains hidden formats, which in some cases cause problems when exporting to EXCEL, PUB ...

To solve the problem, we would like to have an (potentially advanced) option to set "Paste as plain text" as the default paste operation for DNG (either for the entire instance or better for a project area).

In our experience, an only optional "Paste as plain text" button will not be used by most users.
