Update the modification time of a DOORS Next artifact when a new comment is added.

In IBM Engineering Requirements Management DOORS Next, comments (discussions) are treated as external to the artifact's core content. As a result, adding a comment does not change the artifact’s modification timestamp. However, this behavior is inconsistent with IBM Engineering Workflow Management (EWM), where adding a comment updates the work item's "Modified" field.
Aligning DOORS Next behavior with EWM would improve traceability and transparency in review workflows, especially in regulated environments where audit trails must reflect all activity on a requirement—including collaborative feedback via comments.
This change would benefit teams who rely heavily on collaboration and need an accurate reflection of the artifact's latest engagement.
