Separate permissions to ADD artifact to a Module and DISCONNECT artifacts from Module

Currently both: ADD artifacts to a Module and DISCONNECT artifacts from Module is under same permission Modify Module. This is not useful. Users should be able to add artifact to Module, but they also very often make mistakes and remove some other artifacts from Module. It would be much more safer have these permissions separately, and then users would be allowed to only ADD artifacts to Module.
