Enable Comparison of Links Between Global Configurations in DNG

In projects where DOORS Next Generation (DNG) is used with Configuration Management and integrated with tools like Jira through OSLC, it's essential to track and analyze changes not only in the requirement content but also in their relationships — particularly OSLC links such as "Affected by" connections to Jira issues.

Currently, DNG allows comparison of two configurations (e.g., two baselines or streams), but this functionality is limited to internal content within the same component (e.g., changes in requirement text or structure). There is no built-in capability to compare external OSLC links (like those to Jira) across two different Global Configurations (GCs).

As a result, users cannot easily detect whether, for example, a requirement that was previously not linked to a Jira issue is now linked, or whether an existing link has been removed or changed. This makes impact analysis, traceability, and auditing across configurations incomplete and error-prone in integrated environments.
