API controls to manage load

Currently, end users can leverage the application API to develop custom tools and scripts that address specific business needs and pain points. However, this raises concerns for Administrators, DBAs and security teams, as unrestricted API access may impact instance performance and introduce potential security vulnerabilities. To mitigate these risks, a control and tracking mechanism—based on access type and time—should be implemented to ensure better governance and oversight.

Moving to JAS and SAML one can restrict users from being able to execute command line scripts without an application password.

    Google AI Overview...

The IBM Engineering Lifecycle Management (ELM) solution utilizes the Jazz Authorization Server (JAS) as its OpenID Connect (OIDC) provider for single sign-on (SSO) and OAuth 2.0 authentication. JAS acts as an intermediary, handling user authentication and authorization for various ELM applications. It delegates authentication to third-party identity providers like SAML or OIDC providers, enabling flexible and secure access to ELM resources.

By changing authentication to SAML, command line utilities (non web clients) require an app password. Only those authorized to create app passwords would be able to execute the scripts. See Enable JAS App Password
