Allow reverting data from LATEST CHANGE SET in Stream, where Change Control is forced ON

Allow reverting data from LATEST CHANGE SET in Stream, where Change Control is forced ON.

If users deliver Change Set to a Stream without thorough thought, sometimes there are mistakes made and we want to revert last Change Set. Reverting from last Change Set may be much faster than starting to investigate each change Resource and manually restoring changes.

This is valid use case only in such Stream where Change Control is set ON. If not set ON, there are mini Change Sets created by system with each editing and then restoring last Change Set might corrupt data - that's why requesting this feature only for Stream, where Change Control is is ON.
