Artifact lock Issue- Doors Next artifact lock release does not operate correctly (problem observed with DNG version 7.1)

Problem description:
-Artifact lock is not released after artifact update is done. This is very important functionality for users.
-Problem is visible in both specification artifacts (this example) and module artifacts (when adding new artifacts)
-Problem is often seen, when editing the artifact in module view directly. 
-When checking the locked artifact, there is conflicting information visible in the DNG GUI. DNG artifact column indicates that the artifact is locked, but the top panel of the view indicates that the artifact is unlocked.

Impact:
-Delay in critical specification work, as releasing the lock takes time and effort. Unintentional locks are being generated in daily or even hourly basis.
-Overall user acceptance of the DNG is getting low, as locking features does not work.
