Improve Private Stream handling (Private Change Sets, Hyperlinks)

Current situation: any user can work in someone else's Change Set.

To prevent other users to work on own CS by fault, an option is required to make CS exclusive/ private.
When working on ChangeSets a Private Stream is created. Later, even without CS this Private Stream exists. 

If a link is provided in the context of the Private Stream, the one using the link is working with this foreign Private Stream ot the one who provided the link.
If a CS was created on the Private Stream, even after the link was created, the one using the link directly is working the context with this CS. If the foreign does not take care, he will do the modifications in  this foreign CS. (Already happened).

If the CS can be declared as Private, no other person shall be able to do modifcations or get at least a warning when editing and delivering.
Also creating a hyperlink shall provide the option to use the context of the Private Stream or the context of the parent Stream to the Private Stream (i.e. the context the Private Stream is based on).
