Improve the Error messages when a 400 error occurs while linking ETM test cases to DNG requirements.

We've identified the root cause of the "400" error encountered by the user. 

The issue stemmed from an incorrect link within the GC (Global Configuration) structure. 

Specifically, the user attempted to link to a requirement that was outside the scope of the current GC hierarchy—at the lowest level of the structure.

Once the GC structure was adjusted to a higher-level configuration, the error was resolved. 

The key area for improvement lies in the error messaging: the "400" error provided no clear indication of the actual cause, making it difficult for users (and support) to diagnose the problem.
