Incoming Links Need An Option To Work Like 7.0.2SR1

We have upgraded from 7.0.2SR1 to 7.1SR1.

We are a large enterprise user.

We have a module towards the top of the System V, where modules at the lower level link to this module. We'll call it Module A. Module A has incoming links from Modules B and Modules C.

Module B is owned by one organization, and Module C is owned by another.

Module A is assigned to people in both organizations. Module A is in its own component.

Module B is in its own component and is owned by org 1, and Module C is in its own component and is owned by org 2.

In DN 7.0.2SR1, a person in Org 1 looking at incoming links of Module A could see the links from Module B with all details, as well as the link from Module C, but with no details other than its URI.

In DN 7.1SR1, a person in Org 1 looking at incoming links of Module A could see the links from Module B with all details, and *none* of the links from Module C.

If Module C was in a component on /rm2, though, this would not be the case. We could see the URI.

This is an absolute showstopper for our organization.

We opened a ticket with support and ultimately they told us this is working as designed.

We propose giving DN server admins a true/false property to set that allows the links on the same DN instance to work in the OSLC manner like /rm2 does (and like the behavior was in 7.0.2SR1). 

To repeat: this is a showstopper. It's such a big deal that alternative tools are being considered. If we could have stayed on 7.0.2SR1 permanently we would have. 

One of the questions on this idea form is "Needed by" and I've chosen "Yesterday (let's go already!)." The irony here is that we actually had this yesterday. We need the feature back.

    I think this form ate my comment. Trying again.

    ETM->RM links can be seen if I don't have access to ETM's project area.

    RM2->RM links can be seen if I don't have access to the project area in RM2.

    This means that RM->RM links behave differently and this causes an inconsistency within the ELM suite to where only RM can break a digital thread.

    Also I did verify that this behavior did not recently change -- it has been like this for a while. My users were incorrect that it was a recent upgrade that caused this.

    That said, this could still be considered a defect due to the above, but if it's handled as an Enhancement I'd love to work with you and my customer. That said, this will affect *all* government agencies who use these tools, so the bang for the buck in implementing this is huge.

    This is a functionality that our business depends upon.  I don't understand how or why this functionality was deprecated.
