ReqIF should allow the export of modules if artifacts within it contain embedded artifacts from other Modules

Currently, if an artifact contains embedded artifacts from other components, and that artifact is exported using ReqIF, the ReqIF export will fail. This should change in one of the following ways:

1) Ideal Scenario: The ReqIF Export should succeed and the embedded artifact should be included in the export. 

2) If the above is not possible: The ReqIF Export should succeeed and the embedded artifact should not be included in the export. The missing artifact from the export should be explicitly reported to the user.
