Allow users to create Reqif Definitions against baselines

I made a baseline for a milestone. This is great. And I can even export Reqifs from the baseline provide that they were defined beforehand. Fantastic! Great feature.

But what if I forgot to create the Reqif Definition before creating the baseline? Now we have a problem.

Yes users can create another stream if they have the rights, but this stream would be temporary and likely be immediately archived and for traceability purposes, that's an issue. Esignature workflows also create a problem -- I need to export the Reqif from this milestone baseline, and it was signed off on, so creating a new stream, and then trying to baseline it with a formal review process can be problematic indeed.

So while the workaround for the end user on this is technically simple and doable, engineering processes at many companies would say otherwise.
