Add Link Validity as option to RM Reportable REST API

Looking through old tickets, it seems that this was suggested under https://ideas.ibm.com/ideas/ENGRPT-I-47

However, unfortunately, that user was provided instructions that literally don't work. IBM support verified this with me today.

The goal would be to be able to use RPE to report against link validity directly from DOORS Next. Yes, you can get this data via Report Builder but that won't work for running a report directly from DNG via the Report Wizard (like printModuleBook.dta).

I understand performance and architecture is likely the key issue on why this isn't available. I can't speak to changing the architecture, but as for performance, perhaps an extra header has to be passed for each link to be inspected to return link validity information. This way, at the very least, the template authors and admins can tune a template's performance without every single Reportable REST API call having to query link validity when it's not needed.
