Support importing ReqIF packages that reuse the same SPEC-OBJECT across multiple SPECIFICATION

Hello,

Currently, DOORS Next fails to import ReqIF packages when the same SPEC-OBJECT is referenced from more than one SPECIFICATION (module), reporting a multiplicity violation.

This scenario occurs when exchanging ReqIF with other requirements management tools that support requirement reuse across multiple documents or modules, such as Polarion. Although DOORS Next supports artifact reuse natively, this reuse cannot currently be preserved during ReqIF import.

Please enhance the ReqIF importer to support this use case by preserving the reuse relationship.

This enhancement would significantly improve interoperability with other ReqIF-compliant tools and simplify collaboration between organizations using different requirements management solutions.
