Need granular permissions to delete user's own artifacts in a change set without an explicit 'delete artifact' permissions

There should be some kind of granular permissions to allow an user to delete their own artifacts in a change set with having an explicit permissions to 'delete artifact' permission.

As part of the review process, we strive to be transparent about our intentions with each enhancement suggestion. The IBM Engineering team has carefully reviewed this idea, and based on our understanding, it does not fit our near-term plans. Although we are closing this request, it will be kept in IBM's ideas repository. We value your feedback and thank you for allowing us to partner with you in developing our products.

When an user creates a change set and starts working, he/she is unable to delete the artifacts which were created in that chang set. He/she should be able to delete their own newly created artifacts within the change set context.
Currently, this required 'delete artifact' permission.
Unfortunately, we have restricted this permission to limited roles as we do not users to delete artifacts intentional or otherwise.

Otherwise, within a change set context, that permission enforcement should be ignored for newly created ones. For example, user didn't like the artifact or created a wrong artifact type or made any mistake in similar lines, he/she should be able to delete them. Because deleting them won't impact anything else.
